A federal court in South Carolina granted the state’s request for a permanent injunction to prevent the Army Corps of Engineers from demolishing the Savannah Bluff Lock and Dam if the proposal to do so does not “maintain the pool” in existence on the date of the Water Infrastructure Improvements for the Nation Act.
