SOUTH BEND, Ind. — A federal court in Indiana ruled the Army Corps of Engineers arbitrarily concluded that land purchased by a dairy farm was not subject to the Clean Water Act. The land Natural Prairie Dairy purchased to construct its animal feeding operation was drained in the early 1900s, but used to be the largest inland wetland in the country.
