D.C. Circuit

ENERGY - The D.C. Circuit dismissed most of the claims brought by utility companies challenging the Federal Energy Regulatory Commission's approval of a comprehensive settlement that redesigned New England's capacity market. However, the court ruled that FERC deprived non-settling parties of their rights under the Federal Power Act.
