D.C. Circuit

COMMUNICATIONS - The FCC imposed a fine after Star Wireless collaborated with another company during bids for broadcast licenses. The D.C. Circuit ruled that the agency specifically informed potential bidders that its anti-collusion rule would apply even if bidders did not make required up-front payments, so Star Wireless knew that the collaboration would trigger a penalty.
