Customs Ends the Land|Border Carrier Initiative

WASHINGTON (CN) - The Land Border Carrier Initiative Program, a joint security and training effort between land and rail carriers and the U.S. Customs and Border Protection, has been superseded by other programs and will be eliminated, according to the Department of Homeland Security.

The program, established in 1984 in response to rising narcotics traffic across the U.S.-Mexico border allowed carriers that participated in CPB sponsored narcotics interdiction training to receive expedited inspections at border crossings.

After Sept. 11, 2001, CPB introduced the Customs-Trade Partnership Against Terrorism program, which integrates many of the features of the old Land Border Carrier program but goes further to integrate the supply chain carriers serve into anti-drug trafficking and terrorism efforts.

Membership in the new program requires companies to certify not only their own compliance with CPB security measures but that of their suppliers as well. Members receive the same benefits accorded to participants in the Land Border Carrier program.
