Cuffed too long

MILWAUKEE — A Wisconsin man’s excessive force claims against four police officers failed because they enjoy qualified immunity against his claims. He was handcuffed with his arms behind his back for almost four hours while the cops waited for a search warrant to arrive, and they told him that policy kept them from being able to double-handcuff him or to handcuff him to a sturdy fixture due to the pain, even though this actually was allowed.
