PASADENA, Calif. – The Ninth Circuit upheld the health care fraud conviction Friday of a doctor who falsely billed Medi-Cal and Medicare for hospice care of patients who weren’t terminally ill, but found old sentencing guidelines were improperly used to sentence him.
