BROOKLYN — A federal court in New York ruled against a former New York City police detective who says he was framed for various crimes in order to pressure him to resign from the force. But he did not present evidence that convinced the court of a conspiracy, nor to back up his claim that he was coerced into confessing that he had been trespassing in people’s backyards and masturbating while watching women inside their homes.
