Old Republic National Title Insurance claims Scott and Carver Counties have jacked up the rates they charge for public records, Scott by partnering with Nazca Solutions on an "online property management portal," and Carver with a similar "online portal" called LandShark.

The title company says this violates the Minnesota Government Data Practices Act, in Hennepin County Court, Minneapolis.
