Court Revives Claim That Boss Ogled Aide’s Breasts

BOSTON (CN) - Frequently staring at an employee's breasts might create a hostile work environment, the 1st Circuit ruled. It revived Nancy Billings' sexual harassment complaint against her former boss, the town administrator of Grafton, Mass., who allegedly had trouble focusing on his secretary's face. Billings claimed Russell Connor would "make eye contact, and then his eyes would shift down to my breasts."
