Court Halts Initiative To Raise Legal Drinking Age

HAGATNA, Guam (CN) - The Guam Supreme Court blocked a November 2006 ballot initiative aimed at raising the legal drinking age from 18 to 21. After finding that the Guam Election Commission violated 21 laws and regulations, Justice F.
