A man claims Milwaukee police Officer Jeffrey Thiele forced him to kneel in a dog kennel, handcuffed and on a leash, for 45 minutes, after arresting him on a bogus charge, and when he was released and asked for a complaint form, the desk sergeant told him, "Complaints cannot be filed against our officers," in Milwaukee Federal Court.
