Cop watcher arrest likely illegal

SAN DIEGO — A federal court in California partially dismissed a “cop watch” activist’s lawsuit stemming from his arrest while he was filming the San Diego police’s response to a shooting. The activist says he was already handcuffed and complying with commands when an officer dragged him by his cuffs and dragged him, fracturing his shoulder and injuring his hands and wrists. The bulk of his claims are plausible enough to survive dismissal.
