OKLAHOMA CITY - A 69-year-old man in poor health claims Beaver Police Chief Marty Drake Colvin put him in a chokehold and handcuffed him naked in his own bathtub - because of a complaint from the town dogcatcher - and videotaped the whole thing and "displayed the embarrassing and humiliating video" to the public "for no justifiable purpose" for "several weeks."
