WASHINGTON — Pavel Nagibin brought a federal complaint alleging that the United States used “a ‘secret’ finding” to unconstitutionally find him “permanently ineligible for either immigrant or nonimmigrant visa … a ‘secret’ police [action] that easily puts the Soviet secret police to shame, given the plaintiff(’s) attendant inability to confront their accuser.”
