Pavel Nagibin sued Attorney General William Barr et al. claiming they used “a ‘secret’ finding” to unconstitutionally find him “permanently ineligible for either immigrant or nonimmigrant visa … <a href="http://www.courthousenews.com/wp-content/uploads/2019/10/Constitution.pdf"><strong>a ‘secret’ police</strong></a> [action] that easily puts the Soviet secret police to shame, given the plaintiff(’s) attendant inability to confront their accuser.”

WASHINGTON — Pavel Nagibin brought a federal complaint alleging that the United States used “a ‘secret’ finding” to unconstitutionally find him “permanently ineligible for either immigrant or nonimmigrant visa … a ‘secret’ police [action] that easily puts the Soviet secret police to shame, given the plaintiff(’s) attendant inability to confront their accuser.”
