ENVIRONMENT, ZONING, CIVIL PROCEDURE – J. Palmer reversed a ruling that the Windels lacked standing to claim that the Environmental Protection Commission of Darien should be barred from developing certain areas in Darien, and that it should conduct an environmental review.
