Connecticut Filing Fees

MANHATTAN - Receiving $6,000 in past-due Social Security benefits did not make a Connecticut inmate ineligible to sue in forma pauperis since a federal law bars him from accessing those benefits, the 2nd Circuit ruled Friday, reviving Jose Arzuaga's three civil rights cases.
