Connecticut Election

Millionaire Thomas Foley, who is paying for his own campaign, claims the Connecticut Elections Enforcement Commission unconstitutionally forces him to subsidize his opponents "by providing them with extra funding equal to the value of funds expended by the non-participating candidate" - i.e., Foley - in Hartford Federal Court.
