The Bay Owners Association conspired to fix prices for harbor dredging, Creative Waste Management claims in Camden, N.J., Federal Court. Also named as defendants in the RICO suit are Angelo Caracciolo, Wayne Conrad, Jim Kilsdonk, Dob Mehl, Tim Noble, and Jim Wren.

Three lawsuits in Oakland County Court, Pontiac, Mich., accuse JW Corey Enterprises, David Janikowski and James Wilson of selling unregistered securities for putative real estate developments.

Harbour Pointe Mortgage used a bait and switch on homebuyers, offering them a mortgage loan at 3.87% interest and charging 5.75% at closing, the buyers claim in King County Court, Seattle.

A class-action complaint in Denver Federal Court accuses Petroleum Development Corp. of cheating on royalty payments.

Two lawsuits in Salt Lake County Court accuse Los Angeles Department of Water & Power of tortiously interfering with contract and unjustly enriching itself in development of a third coal-fired plant in Delta. Plaintiffs Utah Associated Municipal Power Systems and PacifiCorp also sue the Intermountain Power Agency. Each case has one plaintiff and two defendants.

K. Hovnanian Forecast Homes built 49 defective homes in Mira Loma, the homebuyers claim in Riverside Superior Court. They also sue K Hovnanian at Riverbend, North Corona 120/AF XXXI, Van Daele Communities, and Van Daele Development Corp.

Three more securities fraud claims accuse Frank Cole dba Frank W. Cole Engineering and Energytec of stealing money by misrepresenting gas and oil leases. Also sued in Dallas Federal Court are Don Lambert, Dorothea Krempein, Paul Willingham, Eric Brewster, Ben Benedum, B. Charles Spradlin, and Massoud Metghalchi.
