OWENSBORO, Ky. - Armstrong Coal Co. claims the Mine Safety & Health Administration cited it for "unfounded safety violations" after the agency "engaged in unlawful rulemaking by creating and enforcing safety standards regarding the disposal of coal mining byproducts without providing public notice and an opportunity for public comment."
