BALTIMORE — A federal judge in Maryland declined to dismiss Courthouse News’ lawsuit against court clerks who only allow allow access to civil lawsuits that are electronically submitted during office hours, after “clerical review.” The administrators’ excuses for withholding access are unconvincing, but Courthouse News’ request for a prelminary injunction is also denied.
