Clinton to Report on U.S.-|India Nuclear Cooperation

WASHINGTON (CN) - President Obama has authorized Secretary of State Hillary Clinton to report to Congress on the implementation of and compliance with the U.S.-India Nuclear Cooperation Approval and Nonproliferation Enhancement Act.

Under the act, the report will include a list of all sensitive nuclear technology provided to India, and other information such as a description of safeguards or other form of verification for by-product material agreed on by the U.S. and India. The Secretary also is to comment on any transfers beyond the borders of India, including a listing of the receiving countries.

The act became law in October 2008. Under the agreement, India volunteered to put its nuclear facilities under the observation of the International Atomic Energy Agency. India remains the only nation known to have nuclear weapons that is not a member of the Non-Proliferation Treaty. As a senator, President Obama was able to insert an amendment that limits the supply of nuclear fuel to "reasonable operating requirements," so that India cannot stock pile nuclear material.
