Climate Action Plan

An appeals court in California upheld an order compelling the County of San Diego to vacate its approval of a Climate Action Plan, finding a measure allowing the purchase of foreign carbon offset credits is not sufficiently verifiable or enforceable to comply with the California Environmental Quality Act.
