SAN FRANCISCO – A federal judge Friday found Pacific Gas and Electric liable for the clean-up of hazardous waste created over 100 years ago by former gas plants it operated in San Francisco and ordered the utility to pay $4.2 million for environmental projects meant to clean up the waters in San Francisco Bay.
