EL DORADO, Ark. — The United States and Arkansas brought a federal complaint to have Georgia-Pacific Chemicals’ pulp and paper mill in Crossett, Ark., shut down until it meets Clean Air Act standards, and fines of up to $10,000 per day for violations.
