SAN FRANCISCO - The U.S. Environmental Protection Agency refuses to do its nondiscretionary duty to order areas in three states, including California, to submit plans to control airborne particulates smaller than 2.5 microns in diameter, the Center for Biological Diversity claims in Federal Court.
