The U.S. EPA refuses to do its non-discretionary duty to determine whether the South Coast Air Basin (Greater L.A.) and the San Joaquin Valley meet Clean Air Act ozone standards, and to impose consequences for failure to do so, physicians groups say in federal complaints in Los Angeles and San Francisco.
