The New Castle County Police Department shot a 16-year-old high school student with a Taser, permanently injuring him, and sicced a police dog on the kid as he stood in his driveway waiting for the school bus, though he did not match the description of their suspect and the cops had gone to the wrong address, the student claims in Delaware Federal Court.
