A 71-year-old man with Parkinson's disease says that when he complained about lousy service on an Amtrak train, two South Bend police officers boarded the train and knocked him down, beat him, stomped on his back and Tasered him twice. He seeks punitive damages from South Bend and the two cops, in South Bend, Ind., Federal Court.
