While executing a search warrant on the wrong property, Visalia police officers knifed a couple's tires, kicked in stereo speakers, maliciously damaged other property, stole stuff worth more than $2,500 and pepper sprayed their pet dogs "without reason other than malicious cruelty," the couple claims in Fresno Federal Court.
