Bellaire Police Officer Jeffrey Cotton needlessly shot Robert Tolan in the chest with a .45 caliber handgun, and other cops and the Bellaire PD lied to cover it up, Tolan and his parents, who are black, claim in Houston Federal Court.

A Superior Court class action complaint claims Los Angeles County and the California Department of Corrections violated civil rights in a gang sweep of homes on Feb. 19, 2008.
