City’s camping ban an overstep

OLYMPIA, Wash. — The Washington Supreme Court struck down Spokane’s ballot initiative banning homeless camping near schools, parks and childcare facilities, regardless of the availability of shelter beds. Proposition 1, which was overwhelmingly approved by Spokane voters in November 2023, should never have been on the ballot because it exceeded the legal limits of local initiatives. Spokane’s prior ordinance, which bars arrests for public camping if no public shelters are available, remains in effect.
