MINNEAPOLIS – A man claims in Minnesota federal court that the government has delayed processing his citizenship application for 15 years without a reasonable explanation.

The plaintiff is Abrahim Mohamed Fofana. The defendants include U.S. Attorney General Jeff Sessions and the heads of the Department of Homeland Security and U.S. Citizenship & Immigration Services.
