Circuit Upholds Law On Student-Loan Eligibility

ST. LOUIS (CN) - The 8th Circuit upheld a law that makes students with drug convictions ineligible for student loans. A three-judge panel rejected the Students for Sensible Drug Policy Foundation's argument that the law violates the U.S. Constitution's ban on double jeopardy by imposing a second punishment for the same crime.
