The Second Circuit ruled Canadian cigarette manufacturer Grand River Enterprises failed to state a claim for relief in its case challenging Connecticut’s “Reconciliation Requirement,” which imposes reporting requirements upon cigarette manufacturers that have chosen not to participate in the Tobacco Master Settlement Agreement.
