CHICAGO — A young woman claims in a federal complaint that the Chicago Board of Education and its Legal Prep Charter Academies hired Jamel M. Helaire-Jones as girls’ basketball coach, despite his previous arrest on charges of abduction and attempted sexual assault, whereupon he made her “acts of sexual contact and penetration with him in the locker room and gymnasium.”
