SAN FRANCISCO — In a suit arising from the seizure of a car, which parents had loaned to their son, who was then arrested during a traffic stop, the Ninth Circuit revived Arizona due process claims against a deputy Navajo County attorney and his supervisor but upheld the dismissal of “biased enforcer” claims against the Navajo County Drug Task Force.
