LOS ANGELES — The United States brought a federal complaint against Southern California Edison, Utility Tree Service and Frontier Communications, for the cost of fighting the August 2016 Rey Fire, which burned 19,752 acres of Los Padres National Forest, after a tree fell onto power lines.
