WASHINGTON — The D.C. Circuit upheld the Bureau of Alcohol, Tobacco, Firearms and Explosives’ rule classifying bump stocks as machine guns, finding the agency has the authority to interpret the term “machine gun” to include bump stocks and instruct all individuals who own bump stocks to turn them in.
