Bump stock ban stopped in Fifth Circuit

NEW ORLEANS — Thirteen Fifth Circuit judges joined a majority opinion finding the Bureau of Alcohol, Tobacco, Firearms and Explosives erred when it reinterpreted a federal ban on machineguns as extending to bump stocks. An act of Congress is necessary to ban bump stocks.
