SAN FRANCISCO – A protester is entitled to a preliminary injunction to halt a city of Vallejo requirement that obligates individuals to obtain permits before using sound-amplifying devices within the city, the Ninth Circuit ruled . The protester wanted to use a bullhorn during a protest of alleged animal mistreatment at the Six Flags Discovery Park in Vallejo.
