Chinese billionaire Ng Lap Seng was properly convicted of bribing two ambassadors to use his real estate development as the site for an annual U.N. conference, the Second Circuit ruled. The word “organization,” as used in the statute relating to federal program theft and bribery, applies to “all non-government legal persons,” including the U.N.
