CHICAGO — A federal judge granted summary judgment to Illinois police officers on a veterans hospital worker’s excessive force claims after she was double-handcuffed behind her back for failing to pay parking tickets or appear in court. Keeping her hands behind her back for an hourlong drive rotated a breast implant she received after breast cancer treatment, but the state agents have qualified immunity on some of the claims. Her emotional distress, negligence and failure to supervise claims survived the motion.
