SAN DIEGO — Supervisory U.S. Customs and Border Protection Officer Harvey Booker, 70, of San Diego was criminally charged with strangling a traveler at a point of entry; he faces 10 years in prison if convicted of Deprivation of Rights Under Color of law, federal prosecutors said.
