Border Agent Attack

In an appeal stemming from “a horrific day from hell,” when a Border Patrol agent tortured and raped three immigrants, the Fifth Circuit ruled the government cannot be held liable for the agent’s conduct, finding that it was “plainly outside the scope of his employment with the United States.”
