Bogus Lawmaking

The League of Woman Voters sued Hawaii on Wednesday, challenging as unconstitutional its “gut and replace” lawmaking, in which bills are stripped of all content late in the legislative process, and “replaced with an entirely different topic that has no rational connection to the original bill."
