MANHATTAN — Securities recidivist Brent Borland, 48, of Sag Harbor, N.Y., and Delray Beach, Fla., took $6 million from the $22 million in promissory notes he sold to customers through his Borland Capital Group and Belize Infrastructure Fund I, the SEC says in a federal complaint.
