SAN FRANCISCO — The Ninth Circuit upheld the dismissal of First Amendment and breach of contract claims brought against Clear Channel by former San Francisco mayoral candidate Ellen Zhou relating to billboards she posted in support of her campaign that were denounced as racist by Mayor London Breed and other elected officials.
