An appeals court in Pennsylvania ruled in favor of two women who were denied cosmetology licenses after the state’s Board of Cosmetology determined they did not “demonstrate good moral character,” as required by the Beauty Culture Law, because of old convictions. The court agreed that it is “absurd” that the law only requires “good character” of cosmetology applicants, but not barber applicants.

HARRISBURG, Pa. — An appeals court in Pennsylvania ruled in favor of two women who were denied cosmetology licenses after the state’s Board of Cosmetology determined they did not “demonstrate good moral character,” as required by the Beauty Culture Law, because of old convictions. The court agreed that it is “absurd” that the law only requires “good character” of cosmetology applicants, but not barber applicants.
