PASADENA, Calif. — Ruling for a woman who could not finish paying her son's $16,000 bill for involuntary juvenile detention in Orange County persuaded the Ninth Circuit on Wednesday that her Maria Rivera's debt is dischargeable in bankruptcy, not an exempt "domestic support obligation" like alimony or child support.
